How We Procure Goods & Services 

West Basin Municipal Water District will procure goods and services in support of its administrative, operational and capital improvement requirements. The District intends to engage in procurement that ensures receipt of goods and services of the appropriate quantity, of a satisfactory level of quality, delivered in a timely manner, and at a price that represents the best value to the District and its ratepayers. Furthermore, it will employ procurement processes that are fair and equitable and will allow providers of goods and services the greatest opportunity to participate and compete for the District’s procurement engagements.


Bidding Opportunities

West Basin Municipal Water District utilizes OpenGov, a fully automated, web-based bidding and vendor management system.

All solicitations will be released electronically through the platform and responses from bidders must be submitted electronically through this online platform. By using this platform, prospective bidders will be provided will all information regarding a solicitation including addendums and changes to the project requirements. This platform is a completely free service for all respondents. Prior to submitting a proposal, respondents are required to set up their free account.

Vendor Registration

Vendors must register and subscribe to receive notification of current solicitation opportunities. It is the vendor’s responsibility to keep all of their contact and address information up to date in the system.


Small and Local Business Enterprise Program

West Basin has a Small and Local Business Enterprise Program that provides incentives to encourage the community’s participation in the District’s competitive solicitation process.

To be considered as a Small Business Enterprise (SBE), vendors can certify with the federal U.S. Small Business Administration or the California Department of General Services. The District will also accept certification from other authorized agencies within the state of California.

A Local Business Enterprises (LBE) is identified as a business located within the District’s service area or within 25 miles from the District’s Carson headquarters for a minimum of one year. Both SBE and LBE interested businesses must register through the District’s online solicitation system to qualify.
