Scott Houston is an elected member of the Board of Directors of West Basin Municipal Water District. First elected in 2014, Director Houston represents the Division IV cities of Culver City, El Segundo, Malibu, West Hollywood and a portion of Hawthorne, and the unincorporated Los Angeles County communities of Del Aire, Marina del Rey, Topanga, and Wiseburn. He is Immediate Past President of the board, Chair of the Finance and Administration Committee, and Member of the Public Information and Education Committee and Ethics Committee. Houston has served as board president in 2019 and 2023.
A special district, West Basin is a wholesale water agency that serves nearly one million people in 17 cities and unincorporated
areas in Los Angeles County. The district provides imported drinking water, recycled water, and conservation and education programs to its service area.
In addition to his public service at West Basin, Director Houston also serves on the Board of Directors of the Los Angeles County Business Federation (BizFed), the Board of Trustees of the Southern California Water Coalition (SCWC), and as a Commissioner on the Los Angeles County Commission for Older Adults (LACCOA) appointed by Supervisor Holly J. Mitchell to represent the Second District.
Houston previously served on the Consumer Affairs Advisory Commission of the County of Los Angeles, as well as the County’s Economic Development Advisory Committee as an appointee of Supervisor Janice Hahn. Prior to his election to West Basin, Houston served a four-year term on the City of El Segundo’s Public Works Committee and was a host and reporter for El Segundo TV covering local issues and the city’s business community.
As a policymaker, Houston has spoken at domestic and international conferences about the challenges facing our global water supplies and the future of our water security in the midst of climate change. In addition, he has authored articles on topics that include leadership in California water governance; water safety in the midst of the coronavirus pandemic; and the increased public acceptance of recycled water to meet our region’s future water supply needs.
Houston’s professional background includes management experience in communications and manufacturing. He holds a bachelor’s degree in Business Administration from Michigan Technological University, studied broadcast journalism at UCLA, and is a graduate of West High School in Torrance, California.
